Same List Price, Different Tax Bill: What Buying Into a Conroe MUD Actually Costs

Two listings, both in Conroe, both priced at $425,000. Same square footage, same builder-grade finishes, same Conroe ISD boundary line on the map. A buyer comparing them on a portal sees identical numbers and assumes identical carrying costs. Then the loan estimate comes back and one house costs $300 more a month to hold, before a single mortgage dollar changes hands.

That gap is not a pricing error. It is the predictable result of which taxing entities sit underneath each address, and it rarely shows up until a buyer is far enough into a transaction to feel it.

The comp that isn't a comp

Every home in Montgomery County pays Conroe ISD, the county, and usually a hospital and community college levy. Those are the entities everyone assumes are baked into the price they see. What the median-price search doesn't show is the second layer: whether the home sits inside Conroe's city limits, inside an unincorporated pocket covered by an emergency services district, or inside a Municipal Utility District still repaying construction bonds.

The City of Conroe's current adopted rate is $0.4272 per $100 of assessed value, split between a $0.3022 maintenance and operations rate and a $0.125 debt service rate. Montgomery County's rate is $0.3770, down from $0.4767 in 2019, a 21 percent drop driven by rising valuations rather than falling budgets. Conroe ISD's rate held at $0.9496 for the second year running. None of that varies by subdivision. What varies is everything layered on top.

Three ways two Conroe homes end up on different tax rolls

The differences come down to three separate mechanisms, and a buyer who only checks one of them is still exposed to the other two.

  • Inside the city or outside it. Communities like Grand Central Park, Ladera, and Wedgewood Falls sit inside Conroe's city limits, so residents pay that $0.4272 city rate. Harper's Preserve and Hills of Westlake sit outside city limits and instead pay an emergency services district rate of roughly $0.10 per $100. That swap alone can move a bill by several hundred dollars a year, and it has nothing to do with the home's price or condition.
  • Which MUD, and how full it is. A Municipal Utility District exists to fund the water, sewer, and drainage a developer had to build before the first house closed. The district repays that construction debt through an ad valorem tax on every home inside its boundary. If a district platted 2,000 lots and only 400 have sold, those 400 owners are carrying the bond payment alone. Rates in actively building Montgomery County districts commonly run $0.50 to $1.00 or more per $100, while districts that finished building out years ago and have spread the same debt across a full roster of homeowners often settle closer to $0.35 to $0.50.
  • Whether the district is still issuing debt. This is the part that catches people off guard. A MUD's rate does not move in a straight line down as a neighborhood ages. It moves with the bond schedule. Artavia's effective rate climbed from about 2.19 percent in 2021 to 2.93 percent by 2024, not because the community got older, but because new phases meant new infrastructure bonds layered onto the same tax roll. The rate can rise before it falls.

What this looks like by address

The pattern shows up clearly once you line up specific Conroe-area communities side by side.

Woodforest is the clearest example of how granular this gets. MUD 121's current rate sits at $0.83 per $100 of assessed value, and the district's own disclosure notes it has the authority to raise that rate as needed to service its bonds. Two homes on opposite sides of an internal Woodforest boundary line, one in MUD 113 and one in MUD 121, can carry different rates, and a section zoned to Montgomery ISD instead of Conroe ISD skips the community college levy entirely.

The document that spells it out, and the one that doesn't

Texas requires a Notice to Purchaser for any home inside a MUD, disclosing the current rate and the district's authority to change it. That document is where the real number lives. A listing sheet or a portal estimate almost never reproduces it, and a buyer who skips straight to the loan estimate can miss the fact that the MUD tax applies to the home's full appraised value, with no homestead exemption reducing it.

That last point matters more in 2026 than it did a year ago.

The exemption that doesn't touch this line

Texas voters approved a new $140,000 school homestead exemption in November 2025, effective for the 2026 tax year. For a typical Conroe ISD homeowner, that exemption saves roughly $1,330 a year, and it's a real, meaningful reduction. But it only reduces the ISD portion of the bill. The county, the city, and the hospital district offer their own separate exemptions. MUD tax is calculated on the full appraised value with no homestead exemption applied at all.

That means the exact layer that varies most between Conroe communities, the MUD rate, is the one layer this year's biggest new tax relief does not touch. A buyer comparing Grand Central Park to Woodforest based on how much the new exemption will save them is comparing the wrong number. The exemption shrinks the part of the bill that's identical everywhere. It does nothing to the part that's different everywhere.

What to ask before you compare two listings

  1. Ask whether the address sits inside Conroe's city limits or in unincorporated county territory covered by an emergency services district.
  2. Ask for the current MUD or district rate by name and number, not just "there's a MUD fee." Rates inside a single community can differ by section.
  3. Ask how much of the district is built out. A district with 400 homes on a 2,000-lot plan is carrying more debt per household than one that's finished selling.
  4. Ask for the Notice to Purchaser directly rather than relying on a listing agent's summary of it.
  5. Run the math on a $140,000 lower taxable value for the ISD portion only, then add the MUD line back in at full appraised value, to see the real total.

FAQ

Does the new 2026 homestead exemption reduce my MUD taxes? No. It reduces the school district portion of your bill only. The county, city, and hospital district have their own separate exemptions, and MUD tax is assessed on full appraised value regardless.

Why would a newer Conroe community have a higher tax rate than an older one? Because MUD rates track bond issuance and how many homes are sharing the debt, not simply the community's age. A district still building new phases can see its rate rise even as homes around it get newer, and rates typically fall only once the community is fully built out and the same debt is spread across a full roster of taxpayers.

Where can I find the exact rate for a specific Conroe address? The Notice to Purchaser required for any home inside a MUD will name the district and its current rate. The Montgomery County Tax Office's truth-in-taxation records and the City of Conroe's finance page also list current adopted rates for the entities that apply county-wide.
